The HEC conversion formula

The Higher Education Commission of Pakistan standardises academic results across all HEC-recognised universities. The official conversion formula for the 4.0 scale is:

Percentage = (CGPA ÷ 4.0) × 100  or equivalently  CGPA × 25

For institutions on the 5.0 scale:

Percentage = (CGPA ÷ 5.0) × 100  or equivalently  CGPA × 20

How to use this calculator

  1. Select the 4.0 or 5.0 scale based on your transcript.
  2. Enter your CGPA as it appears on your official transcript.
  3. Read the equivalent percentage in the result panel.
  4. Cross-check against the reference table above.

Common use cases

Government job applications. FPSC, PPSC, KPSC, and SPSC advertisements typically list eligibility in percentage. Use this calculator to confirm you meet the minimum before applying.

HEC scholarships. Most HEC need-based and merit-based scholarship programmes require a minimum CGPA of 2.5 to 3.0, which equals 62.5% to 75%. The PhD scholarship programme typically requires 3.0 or above.

International graduate applications. For UK and Canadian applications, include both your CGPA and the HEC percentage. For US graduate school, use the CGPA to GPA converter to show the equivalent on the 4.0 scale.

When to use the dedicated HEC page

This page covers the standard conversion formula for all Pakistani universities. The dedicated HEC CGPA to Percentage page also includes a university lookup panel with specific grading notes for NUST, FAST, UET, LUMS, COMSATS, and other major institutions, plus details on relative grading policies. Use that page if you need institution-specific information.

Common mistakes

Not confirming which scale your university uses. Most Pakistani universities use 4.0, but some legacy institutions still use 5.0. The same 3.0 CGPA gives 75% on the 4.0 scale and 60% on the 5.0 scale, a difference that can determine scholarship eligibility.

Using an approximation instead of the official formula. Some informal resources suggest multiplying CGPA by 10 for Pakistani universities, which is wrong. The correct multiplier for the 4.0 scale is 25, not 10. Multiplying 3.0 by 10 gives 30%, not 75%.

Submitting only the percentage without the CGPA. Government applications, scholarship portals, and verification bodies usually ask for the original CGPA and the scale alongside the percentage. Submitting just the percentage without context can trigger a verification request.

Frequently asked questions

How is CGPA converted to percentage in Pakistan?

For universities on the 4.0 scale, the HEC formula is: percentage = (CGPA divided by 4.0) times 100, which is the same as CGPA times 25. A CGPA of 3.5 gives 87.5%. For universities on the 5.0 scale, the formula is: percentage = (CGPA divided by 5.0) times 100. A CGPA of 3.5 on the 5.0 scale gives 70%.

What CGPA is required for government jobs in Pakistan?

Most FPSC and PPSC advertisements set a minimum of 45% to 50% for general eligibility, which corresponds to a CGPA of 1.8 to 2.0 on the 4.0 scale. Competitive posts and BS-17 and above positions typically require 60% or higher, which is a CGPA of 2.4 or above. Always check the specific advertisement for the exact cutoff.

What CGPA is needed for distinction in Pakistan?

Most HEC-recognised universities award distinction at a CGPA of 3.4 or above on the 4.0 scale, which equals 85% under the HEC formula. Some universities set the bar at 3.5, which equals 87.5%. Check your academic regulations for the exact threshold.

Does LUMS use the standard HEC formula?

LUMS uses a 4.0 scale but applies its own letter-grade boundaries internally. The HEC formula (CGPA times 25) gives the standard percentage equivalent, but LUMS transcripts and some employer verifications reflect the internal grading scale. For most applications, the standard HEC conversion is accepted.

Can I use my HEC percentage for international applications?

Yes, with caveats. For UK, Canadian, and Australian graduate applications, most institutions accept a CGPA alongside the HEC percentage equivalent. Some require a WES or other credential evaluation in addition. For US graduate applications, the CGPA to GPA converter is more directly useful than the percentage.
