The HEC conversion formula
The Higher Education Commission of Pakistan standardises academic results across all HEC-recognised universities. The official conversion formula for the 4.0 scale is:
Percentage = (CGPA ÷ 4.0) × 100 or equivalently CGPA × 25
For institutions on the 5.0 scale:
Percentage = (CGPA ÷ 5.0) × 100 or equivalently CGPA × 20

Some universities set distinction at 3.5 CGPA rather than 3.4. Check your academic regulations for the exact threshold.

Common use cases
Government job applications. FPSC, PPSC, KPSC, and SPSC advertisements typically list eligibility in percentage. Use this calculator to confirm you meet the minimum before applying.
HEC scholarships. Most HEC need-based and merit-based scholarship programmes require a minimum CGPA of 2.5 to 3.0, which equals 62.5% to 75%. The PhD scholarship programme typically requires 3.0 or above.
International graduate applications. For UK and Canadian applications, include both your CGPA and the HEC percentage. For US graduate school, use the CGPA to GPA converter to show the equivalent on the 4.0 scale.

Common mistakes
Not confirming which scale your university uses. Most Pakistani universities use 4.0, but some legacy institutions still use 5.0. The same 3.0 CGPA gives 75% on the 4.0 scale and 60% on the 5.0 scale, a difference that can determine scholarship eligibility.
Using an approximation instead of the official formula. Some informal resources suggest multiplying CGPA by 10 for Pakistani universities, which is wrong. The correct multiplier for the 4.0 scale is 25, not 10. Multiplying 3.0 by 10 gives 30%, not 75%.
Submitting only the percentage without the CGPA. Government applications, scholarship portals, and verification bodies usually ask for the original CGPA and the scale alongside the percentage. Submitting just the percentage without context can trigger a verification request.
